General Information Request

The office is open to the public between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday. The Board of Assessors meets on Tuesdays at 9:00 a.m. in the Board Conference Room. The meeting dates are subject to change.

A website has been developed for the public for searching property records by owner name, address, parcel number and legal information. The website also enables property owners to estimate taxes, read and learn about exemptions, download assessment related forms and search sales of properties in Thomas County. Search Records

Responsibilities

The Board of Assessors are responsible for the apprasisal of all properties in Thomas County. Per Georgia Revenue Code section 48-5-7 all property shall be assessed at 40 percent of its fair market value and uniformly. Various duties of the Assessment office are:

  • the maintenance of property inventory
  • exemption processing
  • sales analysis and verification
  • data collection of new construction
  • tax mapping of properties
  • personal property valuation of boats, airplanes, business inventory, equipment, furniture, and fixtures

Notice to Taxpayer

In compliance with Georgia Law 48-5-264.1 requiring reasonable notice in advance of the appraisal staff visiting property while conducting official business, this notice serves to inform the property owner that obtaining a building permit and/or the filing of an appeal will require the appraisal staff to visit the property to verify property information. Prior to the property review by the Board of Assessors, members of the county appraisal staff will conduct an on-site review of the property.

All members of the appraisal staff visiting your property will display Thomas County identification with a photo, and will drive marked county vehicles.

 Thomas County Property Owners

The Board of Tax Assessors is very aware of the impact on property values across the nation due to the recession. We have tracked sales in Thomas County for 2007 and 2008 and compared those sales to the assessed value of those properties.

Georgia law requires this Board to value property at the Fair Market Value and value that property uniformly. Assessment Value is 40% of the Fair Market Value.  Property is determined to be valued at Fair Market Value if the average Sales Ratio (Assessment Value to Selling Price) is 40%. 

The average Sales Ratio for 2007 and 2008 are both 39%.  In order to assure accurate calculations, Thomas County Sales Ratios are audited and confirmed by the Georgia Department of Audits and Accounts.

The number of Property Parcels sold in 2008 is about 50% of the number of Property Parcels sold in 2007. However, the Selling Price of those 2008 properties did not follow the national trend. For whatever reason, the Selling Price of Thomas County property did not drop in 2008 compared to 2007.

This Board will continue to track sales in 2009.  If sale prices drop in 2009, then an adjustment in values would be warranted for 2010.
