Chairman Earl Williams called the meeting to order and opened with prayer.

 

 

 

APPROVAL OF MINUTES

 

Bobby Brown made the motion to approve the minutes from the 12/12/02 Board meeting.  Elaine Mays seconded the motion.  With all in favor, the motion carried.

 

 

COBRA Insurance rates were discussed and the  rates will be  set at next Mondays meeting.  Property and Municipal Equipment insurance was discussed and resolved that effective January 1, 2003 the City and County will maintain insurance on the vehicles and equipment that each acquires.

 

Accounts Payable were reviewed and $11,458.01 in monthly bills will be paid out of the operating account.  After figures were given about property tax for ESA being retained by the County, Elaine Mays made a motion to pay off the Line of Credit note at Thomasville National Bank totaling $1,513.540.44.  Bobby Brown seconded the motion.  The motion was approved unanimously.  Roy Campbell then made a motion to repay the balloon note due of $112,700.36 to Bank of Thomas County for two ambulances.  Bobby Brown seconded the motion.  With all in favor the motion carried.

 

 

 

 

Elaine Mays presented a request from Cook Brothers Contractors for the final payment of the renovation of Fire Station 1.  Elaine Mays made the motion to pay Cook Brothers $62,586.86 from the SPLOST account the amount reflecting a retainer of  $5,000 until plumbing issues are resolved to ESA’s satisfaction.  Bobby Brown seconded the motion.  With no opposition, the motion passed.

 

Roy Campbell stated that Mr. Lanigan seemed hesitant to negotiate with the banks about the existing debt.  Mr. Campbell and Mrs. Mays will contact Bank of Thomas County to discuss repayment arrangements.

 

Mike Stephenson asked about the turn out gear that had been taken from the cross-trained Paramedics.  Roy Campbell stated that they should have retained it so Mr. Campbell said that he would instruct the Deputy Chiefs to give the gear back to Joey Thompson, Glenn Wright, Steve McCoy, and Fred Brents.

 

After discussion it was decided that jump bags and medical equipment would remain on City Fire trucks as long as they continue to back up EMS on auto accidents.

 

 

EXECUTIVE SESSION

 

Elaine Mays made a motion to close the meeting to discuss personnel matters and consult with legal counsel about pending litigation.  Bobby Brown seconded the motion.  The meeting closed.

 

After re-opening, the meeting adjourned.
