Chairman Earl Williams called the meeting to order and opened with prayer.

 

 

APPROVAL OF MINUTES

 

Bobby Brown made a motion to approve the minutes from the March 5, 2002 Board meeting.  Ann McCrickard seconded the motion.  With all in favor, the motion carried.

 

EXECUTIVE SESSION

 

J. Elaine Mays made a motion to close the meeting for Executive Session to discuss potential litigation and personnel matters.  Bobby Brown seconded the motion.  The meeting closed.

 

MEETING RE-OPENED

 

 

EXECUTIVE DIRECTOR

 

Executive Director Jack Smith stated that Larry Pope, Architect, SP Design Group recommended that the Board accept the low bid on the Boston Fire Station from Vista Construction Company.  Ann McCrickard made a motion to accept the low bid of $219,500-base bid with Alt. 1 additive 17,193 from Vista Construction Company for construction of the Boston Fire Station.  Bobby Brown seconded the motion.  With no opposition, the motion passed unanimously.

 

 

Mr. Smith stated that after reviewing costs of Bank accounts he recommended that the Board transfer the payroll account from FMB to SunTrust and transfer the operating account  from TNB to Bank of Thomas County.  The Sales Tax Account is presently with Commercial Bank.  Elaine Mays made a motion to open the operating account to Bank of Thomas County and the Payroll account be opened at SunTrust.  Bobby Brown seconded the motion.  All were in favor.  The motion carried.

 

The Coolidge Station was officially manned 24/7 beginning Monday, April 15th, 2002.  There have been numerous donations from community businesses and everything is working very well.  It is a Station to be proud of.  Presently we are working on ways to accomplish landscaping.

 

The EMS Division of TCESA received the award for Top Ambulance Service in Region VIII.  This is a high accomplishment and honor.

 

Executive Director Jack Smith presented a request from EMS for write offs.  Elaine Mays made a motion to write off $21,536.69 for March 2002 and $36, 817.00 for the month of April 2002.  Ann McCrickard seconded the motion.  All were in favor.  The motion passed.

 

Financial Statements for February and March 2002 were presented.  We are presently under budget at 25%.

 

 

DEPARTMENT REPORTS

 

FIRE

Deputy Chief Ronald Roberts reported 476 calls to date for this year.  Response times for the Coolidge Station are very good.  The personnel at the station are interacting with the community and getting familiar with the territory and streets.  We are going to need furniture for the new facility at Station 1.  Chief Roberts encouraged the Board to hire additional personnel that will be needed in order to provide personnel for the Boston Station.

 

EMS

Commander Derrick Ogletree thanked the Board for their support.  He reported 1480 calls to date.  Call volume is expected to rise in the weeks to come.  EMS has been very involved with Public Relations during the month of April.  EMS has been successful in collection of medical response fees.   The First Responders’ equipment and paperwork have been updated for more efficiency.  On May 18, 2002 ESA Day will kick off EMS week.

 

 

 

 

 

E911

Chief Ann Powell reported 28,383 calls year to date.  Chief Powell requested help from the Board to obtain a letter from the Thomas County Board of Commissioners to keep Meigs on the Thomas County Sheriffs Office Frequency.  Elaine Mays and Bobby Brown assured Chief Powell that it would be taken care of.  There will be a booth set up at ESA day where residents can order new numbering signs for their houses.  There will also be a publicity blitz to inform the public.  The User Board is reviewing policy for obtaining criminal histories once the E911 center is relocated.

 

There will be a workshop on Tuesday, May 7 from 7:00am to no later than 10:00am.  Technology for E911 will be discussed.

 

 

Chairman Earl Williams presented a proclamation to Chief Ann Powell for ESA and E911 to name April 14th – April 20th National Public Safety Telecommunications Week.
