Chairman Earl Williams called the meeting to order and opened with prayer.
Roy Campbell made a motion to approve the minutes from the February 21, 2002 Board meeting. Ann McCrickard seconded the motion. With all in favor, the motion carried.
EXECUTIVE DIRECTOR
Executive Director Jack Smith revisited the County’s bid proposal for construction of the Boston Fire Station. The bid total of $244,342.23 does not include site work, paving, or curb and gutter work. In comparison, refiguring Courson & Head’s proposal without site work, paving, and curb and gutter work it would total $200,746.25. Roy Campbell made a motion to authorize the Executive Director to advertise for sealed bids on the Boston Station. Ann McCrickard seconded the motion. All were in favor. The motion carried.
Mr. Smith presented the “LET’S TALK ESA” newsletter to the Board. It is informative on the day-to-day activities of the Agency. It will be produced monthly.
DEPARTMENT REPORTS
E911
Chief Ann Powell reported 10,132 calls for the month ending January 31, 2002. The total calls for February was 8,523. There has been a meeting with Alltel to discuss Phase I Wireless.
After research is complete Chief Powell will request for the Thomas County Board of Commissioners to call a Public Hearing on the matter in order to establish a countywide resolution. E911 employees have completed CPR training. Mapping is making great progress. We are still working on project for house numbering. Proposals for dispatch chairs for the new center will be brought to the Board. A fee of $25.00 has been established for the public to purchase maps or map books.
VOLUNTEER FIRE
Executive Director Smith stated that Gary Rice, Regional GEMA Director suggested that EMD Chris Jones travel to Walker County and observe the Emergency Management Organization at work which would explain his absence at today’s meeting. A total of 24 new Volunteers are now completing Basic Firefighter training with James Hart, Volunteer Fire Coordinator. The Deputy Chiefs interviewed 18 Volunteers for part-time work in the Career Fire Division. This will help to decrease overtime. Also, these Volunteers do not have to hold a State Certification as long as they are part-time only and have completed the Basic Firefighter training.
FIRE
Deputy Chief Bobby Hart reported 304 calls as of February 20, 2002. This included 17 structure fires. Nine new employees are in their third week of training and will take their Georgia Certification test in Forsyth on Thursday.
EMS
Commander Debbie Carver reported 895 calls year to date for 2002. Response fees for non-transports are being assessed and collected. The state has issued new patient care reports. Medical training for Fire/EMS has increased and intensified. Commanders Carver, Coram and Ogletree attended EMS Appreciation Day in Atlanta. Grant requests are going to be submitted for AED’s for the Volunteer Fire Division.

Board meeting reopened at 5:17pm and attorney Keith Allen announced that the closed session was for discussing personnel matters.
