Chairman Ricky Smith called the meeting to order and Earl Williams opened with prayer.
APPROVAL OF MINUTES
Ervin Brock made a motion to approve the minutes from the 8/16/01 Board meeting. Bobby Brown seconded the motion. With all in favor, the motion carried.
EXECUTIVE DIRECTOR
Mr. Smith presented a request from EMS for write offs. Roy Campbell made a motion to write off $23,287.51 for delinquent accounts. Earl Williams seconded the motion. With no opposition, the motion passed. Mr. Smith noted that the changes made in January on billing has been beneficial and collections are up.
Benmark, Plan Administrator for the TCESA Retirement Plan recommended that our Board adopt an amendment that would meet requirements of the Internal Revenue Service clearly stating the definition of “Compensation”. Ervin Brock made a motion to adopt the First Amendment to the TCESA Money Purchase Plan #001 Section 8.1 – 415(c)(3) compensation definition to comply with IRS requirements. Roy Campbell seconded the motion. With all in favor, the motion passed.
Mr. Smith stated that with construction beginning on Fire Station #1 and Coolidge that the appointed Committees need to be activated and meet on a regular basis. Cook Brothers are proceeding with preparation for construction at Fire Station #1. SP Design Group has issued notices to proceed and ground-breaking ceremonies will be planned to be held at both stations.
Executive Director presented and discussed the financial statement for August 31, 2001.
Interact has completed the mapping fieldwork and is now compiling the data. This will provide us with a very accurate map when the project is completed. Interact reported their largest problem was lack of posted addresses or house numbers.
Deputy Chief Ronald Roberts reported 186 calls for the past 30 days with a total of 1562 calls year-to-date. There have been 30 structure fires in the past 30 days.
Tower 1 (aerial ladder truck) is operating and training is on going. In order to put the Standard Operating Procedures into practice, be safe, and meet NFPA standards, additional personnel must be considered. Chief Roberts requested that 6 additional people (2 per shift) be hired. Bobby Brown suggested that a presentation be made to the Thomas County Board of Commissioners and the Thomasville City Council to get support for the additional personnel.
Chief Roberts stated that a Pump Pit needs to be constructed in order to test the fire trucks and ensure that NFPA standards are met.
Captain Derrick Ogletree reported 3547 calls to date as of 9/19/01. August was a very busy month. Continuing education and training for the First Responders is being put into place. EMS personnel will conduct this training.
Coordinator James Hart stated that everything is going well and complaints have been at a minimum. There has been a decrease in fire calls and an increase in First Responder calls. Liaison Chris Jones reported that work is continuing on dry hydrants.
Chief Ann Powell reported 81,264 call volume to date. The GCIC audit has been completed and E-911 received an excellent report. Chief Powell is in the process of instituting a new scheduling policy that will benefit E-911.
With no further business, Earl Williams made a motion to adjourn. Roy Campbell seconded the motion. The meeting adjourned.
